PARAPHRASE TELEGRAM from the Governor of Hong Kong to
the Secretary of State for the Colonies.
(Received Colonial Office 5.40 p.m. 20th March 1921)
A telegram as follows has been addressed
to His Majesty's Minister at Peking begins
Very confidential. I am informed privately Chankweiming is about to appoint Advisory Committee for Kuangtung which in fact will possess power of Executive Council though the public will not be
informed of tais.
It is proposed that the Committee shall consist ffive officials and five merchants three of whom
will be Hong Kong men. The letter are pledged to do everything in their power to secure a re-union with Peking and one of first results of the appointment is expected to be the downfall of Sun-Yat-Sen.
This information is reliable as it comes to me from Senior Chinese member of my Legislative Council wao as Chairman of Chinese Chamber of Commerce Hong Kong has been asked to join Committee. I have informed him that he cannot accept while remaining a member of my Council,

In view of the possible international object- ion I think that my statement to Chinese member of Legislative Council is correct but should be glad to hear that different view is taken by His Majesty's Government as presence of person mentioned in Council would be very valuable to Hong Kong. He is not likely to resign from Legislative Council for several reasone.
